I hope your week has gone well & you had a wonderful Independence Day! It's definitely summer now & doing a little swimming seems like the perfect activity. I think these mermaids & fish have the right idea. 

For my card, I first white embossed the mermaid tails & little fish then used Distress reinkers & a waterbrush  to create the rainbow of colors.The paintbrush was used to float in water, a section at a time, then drops of the reinkers were added. I made another little scrap like it to use for the die cut the "Happy". A little splatter, some sequins, the stamped rest of the greeting & done.
 Here's the inside..I did a little masking to recreate the Fintastic part.

Supplies:
paper:  Staples 110# white, Neenah
ink: Memento tuxedo black, Colorbox frost white pigment (Kaliedacolor bouquet used on inside)
accessories: Rubbernecker Rectangle Stitch diesSizzix Celebration Words  dies, white embossing powder, sequins, Distress reinkers: tumbled glass, squeezed lemonade, twisted citron, ripe persimmon, picked raspberry
